The batch is locked for posting because GP thinks another user is editing the batch, and no one else is. Is there a way tell GP no one is editing the batch and let me post?

Do you have access to SSMS? You can start by looking at the Sy00500 table and the fields MKDTOPST and BCHSTTS. They need to both be zero.
