HR module has a role HR Self Service and the license cost for this role is $4.The role gives access to the employees' office.When you need to create an Expense report in this employees' office, after pressing the key, you enter the FO (there is a link to the report from the FO).Question - will the cost of the license change? (is it enough to display the report).

Can you explain the abbreviation FO? Are you referring to e.g. Front Office or Finance & Operations?

I am referring to Finance & Ops here.
Expense management is not part of Human Resources, but Dynamics 365 Finance. You can't use the HR Self Service SKU for expense management. You would need the Dynamics 365 Team member SKU for users to complete expense reports. (as per my understanding...)
hr self service role is like employee role in that you re quite limited. viewing and updating your benefits, tax elgibility, adding your skill sets, and posting to internal recruiting projects is about it, probably are a couple of reports you have access to but not expense report
