Report form section repeating when last record

We are having a problem with a section repeating on a customized SOP Blank Invoice form when it is the last record. The sort includes: SOP Number, Item Number, Item Code, U of M.

There are three sections

F1 – SOP Number – Resets Report

F2 – Item Group 2 – breaks on Item Code (which we populate when we want this section to print) – Suppressed when empty

F3 – Item Group - breaks on Item# - Never suppressed

Section F2 prints twice if the last record on the form does not suppress it
