License agreement expired but more licenses are needed

Hi,

My customer has a Open Value agreement for their 85 perpetual Dynamics licenses that they let the SA expire. They are on premise and they now need to license another 15 users for Sales and Customer Service.

We are looking for position dual use rights by and licensing this through CSP subscriptions. Is this the proper solution?

The main question is, can they buy the additional 15 licenses for the new users or do they have to license all users even though they have 85 perpetual licenses already?
