According to the names of the two behaviors, they are used to track the contacts who have been delivered the confirmation email and clicked the confirmation button in the email.

But the contacts cannot be filtered out based on my test even if they have confirmed.
Please consider to create the segment in another way.
For example, to filter the contacts who have delivered a certain email and clicked a certain link.
Or you can create a support ticket to MS for further help.
