Is it possible to default a look up records dialogue to Contacts and a specific system view? (Not system wide, just for the Attendees field, see screenshot below)

Hi,
You can find the form by navigating to Settings > Customizations > Customize the System and expanding the list of the entities.
Double-click the lookup field and select the entity / default view as you want.
Save and publish it, then you'll see the customization in your form.
