possible to learn dynamic 365 web API without azure subscription?

Hi,

I am trying to learn how to perform CRUD operations for dynamic 365 especially customer engagement module through web API. But what I found from the documents in Microsoft is they recommends or said it requires to have active azure subscription. I have previously an active subscription which I have canceled after all the Azure free credit has used up. I do not dare to change to "pay as you go" subscription as the free credit was used up rather quickly over just 10 active days of trial an error doing Bot Framework tutorials. I am the only person who is testing/chatting with the bot and I've always set the plans of the services I use to Tier - Free / Tier - S1 (whatever that is the cheapest or minimum available) and the services was only used when I run it to test the tutorials. I got charged even when I'm not using it (e.g. few days of inactivity). 

I think it is too pricey for me to personally pay up just to do some self learning. By the rate of charge of the free credit, it cost as much as a whole month salary of a fresh graduate. Is the barrier of entry so high or am I missing something?

    Hi partner,

    Dynamics 365 wep api is similar to a channel for data interaction with CRM, If you want to use WepApi, you just need some programming base(JavaScript/C#) and a Dynamics 365 instance.

    You can find samples and descriptions of WebApi in this article.
