Refreshing a dev environment on power platform from a tier II environment created using LCS

I have created a dev environment (dev) using https://admin.powerplatform.microsoft.com/ ,

I have a Tier II environment (Test) that was created using LCS.

The task is to refresh dev from Test. I saw that I need to install/update 'Dynamics 365 Finance and Operations Platform Tools' on Test. The tool was already installed with 'update' option. When I tried to update it ran into error that I need pprvImportCustomization privilege. So I got myself that privilege.

Now the problem is that the installation is stuck in error mode with no way to reinstall. Since Test was created on LCS, 'reset' option is not available. Not that I want to reset it anyway.

What are my options here?

I could get around this issue by going to portal - resources - Dynamics 365 App, locating the app and install from there.

Later I realized that the popup information on 'Failed' has a link to retry. Weird but that worked (my previous answer did not work)
