If your version is earlier than NAV 2013 R2 then you will not find this option. Just compile all tables and schema will be synchronized.

In Tools there is no Sync Schema for tables

To synchronize schema open development environment and go to Tools -> Synch Schema for all tables

Try to run sync schema for table some times the permission are not synched, or try to restart the NAV services.

Adding to Bilal's reply... When you open the Sales document, in the No. field can you click the 3 ellipse dots to see the No. Series list? Have you checked the Default Nos. when setting up the No. Series Line?

Can you show the permission set again? It is not shown in image that what permission set you are assign.
Also make sure that on the No series page you have click on edit list option. Or are you able to see the Lines action in Navigate ?
