I know that I can modify the case resolution dialog (https://docs.microsoft.com/en-us/dynamics365/customer-service/modify-case-resolution-dialog).
But I want to create a new form so my changes won't dissapear after a release from Microsoft.
Does anyone know if this is possible?
In my solution the option 'Add form' is greyed out..

Short answer ,no. There are some entities such as Note, Case Resolution are not allowed to create form. This is by design. You could only modify it as the Doc you provide says.
