Local Functionality in Business Central

Is Local Functionality (supposedly unique to the  country version of Business Central) standard across the Business Central Tenant/Service, or can it be setup/changed per Company? 

This is different from "Locale" that is set per User for date, currency, etc. ?

    If you mean localization, it's unique per tenant (you cannot have N locaizations on the same tenant).
