As other experts mentioned please create a new SO and try. These are some extra info
1) If you go to Company Information page do you see any location for Shipping?
2) if above location is blank can you go to Customer card and check under shipping. Do you see any location there?
3) What is the type of item you add? Is it Inventory or none-inventory item? If it is non-inventory do you have location for it?
If both 1,2 above are blank then by default BC will not populate the line. For non-inventory item BC does not populate a location unless you defined them in item card.
