I've successfully upgraded from GP 2013 R2 to GP 2016 R2. However, I am unable to make the jump to GP 2018. Keep getting this error on the Payroll / HR products

Failure encountered ON 7/25/2018 at 2:15:36 PM. Error: Product 4522 does not support upgrading from version 12.0.16.
Failure encountered ON 7/25/2018 at 2:15:36 PM. Error: Product 4933 does not support upgrading from version 12.0.14.

GP 2016 R2 is on version 16.00.0716
GP 2018 is on version the latest service pack KB4099101
Any help would be greatly appreciated.
