I am currently working on Dynamic CRM Portal which is configured using different custom entities , minor UI changes ,webforms , webpages and 2 workflows . Is there any way(tool/script) by which i can deploy same portal changes to other Dynamic CRM portal ? Any type of suggestion will be helpful .

XRM tool box portal record mover tool will help you to move records from one instance to other , but be careful while migrating records if you have two portals in same instance (sometime While exporting data using filters and import it you may get duplicate records),
As a second option you can Use SDK Data Migration tool as well ( Here you need to know in which entity order you have to import data )

The changes which you have done on the portal entities i.e. web form, web template, web pages etc (basically if you have created the records in portal entities) then you can migrate those records to the other dynamics crm instance using configuration migration tool. Actually this is how you do the portal deployment.
For crm components like workflow etc., you need to move these as solutions.
