Is NAV2013R2 compatibility with Azure SQL Instance? if yes, what is best way to upload license and connect with Azure SQL Instance

Yes, it will support. You will be using the Azure SQL Server instead of your Local server and the rest would remain the same, the only difference is you would be hosting your SQL on azure.
If you are planning to host everything then check this

Thanks for response. I am trying to use Azure SQL Instance (Premium Single Database) i.e PaaS. But seems there is no way to configure Database credential which is there in NAV2016 onwards.
