Is there an option to create a theme with logo in Dynamics 365 for Human Resource?

On the home page, you can change the default banner to show a specific logo. You can personalize the theme color per user with pre-defined stylesheets. Adding new stylesheets is not possible in Dynamics 365 Human Resources.

Thank you for reaching out to our Community. As André mentioned already, you can change the banner on your home page. For quick reference, I will let you know the steps you can take to achieve this.
1. Navigation pane > Modules > Organization administration > Organizations > Legal entities.2. Select the Legal Entity for which you want a banner update.3. Expand Dashboard image section.4. Select "Change" (please keep in mind that the ideal resolution for a banner image is 1920x281, and the ideal width is 350 pixels).
5. Save
Now your homepage should be updated with the new image you chose in the previous steps. I hope this helps you!

Thank you for reply. But is there an option to default theme color from pre-defined stylesheets for all the users (existing and new)?
I have already checked the option of Manage Users but that didn't work.

The blog has very well documented steps and I have just tried the same in my environment and it worked properly. I kindly suggest that you try them too. Basically, you need to open SystemUserEntity in Excel workbook, add column Theme and make the appropriate changes.
However, if what you want is modify the default, you cannot do that, it is a system theme and is non-editable (you can clone them though, and make changes..)You can find them here
