Data entry facility (Write-access) not available in BC with Internal administrator sign in

Dear Experts, 

I was logging to my BC environment as an internal administrator. Internal administration doesn't require a BC license to logging to the environment. (https://docs.microsoft.com/en-us/dynamics365/business-central/dev-itpro/administration/tenant-admin-center )

But I don't have data edit permission (Write facility) in a Sandbox & production environment even though I have "super" permission in the user card. 

Is this a system limitation (or restriction with internal administrator ) or permission issue?

Ex: I want to create an item card in the Sandbox environment as an internal administrator

    Hello,

    This is a 'by design' limitation when logging in as an Unlicensed Internal Admin.  You can not do any application type work without a license or Entitlement.  If you are accessing as Internal Admin you will have limited setup abilities, mostly limited to User setup\Synch\Security.
