Business Process Flow Not showing when qualify with low access

I have Manager and Regional Manager both are in different business unit. Manager will qualify the lead he have opportunity access write permission of business unit level so he can see and cant edit the opportunity. while doing this Business Process Flow Get Hidden got hidden to both Manager and Regional Manager. Regional Manager will have full access for opportunity and that business process flow
