We use the Sales Order to allocate and fulfill but for this one order and this one item i am receiving a pop up window that states I must use the order fulfillment window in order to fulfill this line item.
I am working in GP 2018 and this has never happened before. Any help is greatly appreciated.

Without having screenshots or being able to review their setups, I wouldn't have alot to go off of. One possibility would be if the sales document type is different, but that doesn't really explain if the other items on the same order didn't have the same prompt (unless they were already previously allocated/fulfilled).
Sales >> Setup >> Sales Order Processing >> Sales Document Setup button
It could also be a bad import, where there is data on this particular line that was not brought in properly.
Unless it is something that you can recreate by rekeying the same order type and the same item, I don't see it as a setup issue and I would lean more towards it being a bad import or bad data condition.
