I sent out a form to be completed by some people outside of our organisation.
Some were able to complete the form, but others were unable to submit it.
I'm not sure as to why this is not working for some users?

Did you have the setting "Only people in my organization can respond" turned on by any chance ? This will enforce users to authenticate with your tenant credentials. If that is not the case, then you can share the form URL and drop an email to customervoice@microsoft.com.
I didn't have that setting turned on. I will email now.
