No.
You might create plugins to validate different conditions on update, create, delete, retrieve, etc. However, that kind of security won't work in some areas(for example, ssrs reports will bypass the plugins)
You can probably try a compromise - define your security model in some other terms(use custom entities, relationships, etc), but use plugins to map that model to the crm security model(roles, teams, sharing, etc). That can be a challenging task, though.
