KasparsSemjonovs is correct, this is usually done by assigning your own user another user's permissions. Personally I would not recommend asking for a user's credentials to login with their account.

you could ask for the credentials of that user to test, then change passwords later. but won't be log in impersonating the user

No, as admin You cannot log in as this user - if I understood the question correctly.
You can only give Yourself or other test account the same permissions/security groups etc. and then do testing with that account.
