BC Environments stuck in "Not Ready" state for new customers

We are starting to see influx of tickets and alerts with the following symptoms. With this posting we would like to provide some guidance.

When the partners (or customers with access to the Business Central admin center) try to create their very first new environment shortly after they had purchased a Business Central subscription, the environment may get stuck in “Not Ready” state.

Analyzing these cases in our internal telemetry, we can see that there can be up to several hours lag between the time the subscription is purchased and the time it shows up as “Active” in our queries. Our service logic prevents creation of new environments if it cannot find any “Active” BC subscription in the customer tenant via Graph.

?The Partner Center (CSP portal) is showing this warning to the partners:

While we are working on providing a better error message/warning to the users in the Admin Center and Docs updates, we would appreciate your help in communicating this to the customers when they report this issue to you as a partner. 

There is no workaround available once the customers/partners get that environment. The customer admins/partners are not able to delete such environments (in “Not Ready” state) by themselves in the Admin Center, so they have to contact Support and the environment needs to be deleted by Microsoft as it cannot be used  But if, prior to creating the environment via the Admin Center, they try to create it by launching https://businesscentral.dynamics.com/[AAD Tenant ID]/Production link (aka “just-in-time” environment provisioning flow) they will get a proper error message if their subscriptions are not yet visible as “Active” via Graph API.
