Where the media files that user uploads to the business central is stored, and also can we change the location?
Search for Table Information and then use the page search for "Media". Table holding the content is "Tenant Media". You can use the drilldown to open the table and see the content too. Changing this could be difficult as it is a system table. If you create custom functions which are largely copies of the existing potentially you could have the information stored in another place.
is it compatible for online version or on frame version (business central) ?

If you are on premise you may have an older version. If SAAS then update your environment to gain access.
