Hi Is it possible to implement more than one localization in one tenant ?
Would be switzerland, netherlands and sweden.

Yes, but you need to purchase an additional environment for each of the localizations you want to run.
The good news is that Microsoft recently reduced the price for those add on environments.
Unfortunately, it's just not possible so far.
As Inge mentioned, you have to buy a production environment.

How would you suggest to consolidate those companies, if we choose three tenants ?
And how would we accomplish intercompany transactions ?
My guess would be to use API to send Intercompany trans. to the companies ? Custom I guess?
