Upgrade to Project Operations for Resource/Non stock scenario

I am trying to assess what is the best option for a client (professional services industry) who would like to upgrade to Project Operations and is currently using PSA and D365 Finance and Operations (upgrade 24).

From the CE components perspective, I understand the Project Operations can be upgraded in the same environment that PSA resides so it would be ok to go for this path. However, I would like to understand the following:

1) is it the best approach to upgrade to Project Operations for. Resource/Non stocked scenario? or re-implement in a new deployed environment for Resource/Non stocked scenario?

2) what happens with all customisations the client have in PSA if the upgrade path suits better? This client does not have integrations but forms, business process flow, and business rules are currently customised.

There is a need to have a integrated CE and F&O model so that is the main driver to move to project operations.

Have you managed to succeed or what was your conclusion?

or is there any way that I can upload the historical data to PO Non Stocked / Resource after upgrade ?
