The following situation:
A customer has an active subscription with a MS partner - Partner A but wants to move to another MS partner - Partner B to administer licenses and support of D365 envrionment. Prior to Partner B sending the request a reseller relationship link, Partner A cancels the active subscription for Dynamics 365 and the licenses expire (they are no longer valid, but are assigned to users). Now Partner B (being the new partner of record and admin) cannot see any active subscriptions and cannot use the assigned licenses that can be seen under the users.
Questions:
How can Partner B reactive the old subscription on their own?
How can partner B make the expired licenses active again?
Should Partner A regain reseller status to reactive the cancelled subscription?
Is the only option for Partner B to just order new licenses however the previous licenses were for a qualified offer that is no longer available hence at a higher cost to the customer if there is no other valid move?

This is something you will need to work with Microsoft on. Lots of guesses but based on the gist of this questions, I think Microsoft will have to help out as there are so many options with licensing.
