When we click on 'Entities' under 'Data' Can we set 'All' entities as default instead of 'Default' entities.

This is not a form/page that user will land & work, this is for Developer/Admin to make customizations in an environment. That being said we don't have an option to configure that or form load scripting to change it today.
So manual click is the only choice, may get an option in future to remember the preference but this is not a show stopper rather a wish list. :)

Unfortunately, there is no way to change the default view of entity list in power apps now.
You could go to power apps forum for more professional answers.
