MTD VAT reporting from outside the UK

I am implementing MTD VAT reporting for a Dutch organization (Legal entity with address in the Netherlands) with both a Dutch and a UK VAT registration.

I followed all the steps detailed in

Prepare your environment to interoperate with HMRC's MTD VAT web service - Finance | Dynamics 365 | Microsoft Docs

and started testing according to 

Test interoperation with the MTD VAT sandbox - Finance | Dynamics 365 | Microsoft Docs

But I keep running into the following error when trying to send the report for 'Test retrieve VAT obligations':

However, the action log entry contains no attachment.

When looking in the diagnostics in LCS I see the following error:

SolutionNotSupportCountyRegionLegalEntity

Any ideas on how to solve this?

    The issue was caused by an incorrect version of some electronic reporting elements imported from RCS. There were versions available which had the UK ISO code which therefore required the legal entity to be in the United Kingdom. Newer versions of the same reporting elements did not have this country restriction. This was specifically resolved in Issue 583451.
