Activity permission security setup - unique situation

For a client, there are several users in the root business unit.  Is there a way to set record security access for activities to read when the regarding object record is within a business unit that other users are in?

Root has two children units, A and B.  User Tom is at the Root, but User Dick is in Business unit A.  Dick needs to see Tom's activities associated to Accounts that are owned by Dick (Business Unit A), but since Dick can't see Accounts in Business Unit B, he shouldn't see the activities regarding Accounts in Unit B.

The scenario is a little bit of the opposite to a CEO needs to see everything, but those below her can't see her activities.  CEO activities need to be visible on the Regarding Account that the user has permissions to see. 

Basically, users need to see all activities regarding the accounts they are allowed to see, but not see any activities regarding accounts they are not allowed to see.

Any pointers to how to accomplish this is greatly appreciated!
