When hovering over different fields in CRM the hover text box appears. Is there a way to turn this off?

I could not find any such kind of request raised but I have seen in the community someone posted regarding in creation form by default its showing hover text "Select to enter data " in the disabled field.
I would suggest to post your ideas here -
Is there somewhere to post enhancement requests to Microsoft like this?
