Hi,
This means the location that you have specified on the sales line has Require Shipment mandatory. You can disable that by opening Location card. Otherwise if you want to use this option then create Warehouse Shipment. To create Warehouse Shipment on the Sales Order page in Actions tab use actions Create Whse. Shipment.
