Hi,
I am setting up a new Talent environemnt for a customer. When I come to load in the Personal Contact data, the aplet in the excel spreadsheet does not recognise that I have entered any data and will not publish it to talent. Has anyone else had this and have you found a solutin? This is the only spreadhseet that it does it on, all the previous ones have loaded the entered data fine.

Yup, I have encoutered the same issue.
I am using the data entities (either Data Management uploads, or Excell Add-in) to upload.

That worked perfectly. It seems that there is a key field missing from the worksheet you download under the getting started tab. By creating a new workbook and including it through the method you suggested the data loaded in first time.
