How can I set URL link in TootTip?

Hi experts!

I would like to set URL link in TootTip like below. If it is impossible, what is the alternative way to do that?

    Can I use "links in teaching tips" only in specific pages? or Can I use on my custom pege?
    I set "AboutTitle" and "AboutText" below, but so not work.

    Hi, you can put links in teaching tips
    In addition, your version seems to be relatively old. In the new version, there is no Show Help, only Ask Copilot.

    How can I jump to help page from "Show Help" and display help message or link separately in the help page depends on field name such as "Title"?
