We recently upgraded a site from 6.5 and originally thought importing the cusomizations may have caused it but after removing them the problem remains. The menu appears this way on the server and workstations.

Hi, its because of the language you chosen for your OS. Please make sure you have a file ToolBarEnu.dll in your SL application root folder copied and renamed to ToolBarXXX.dll, where XXX is the language you want to use as default. For example vietnamese would be VIT, so the file should be ToolBarVit.dll etc. Just Google for country names...
