Is there any way to make entitlement page can be view/share to another user (which is not admin) like sales and engineer?

No, just use default role
What entity you see in CRM totally based on your security role, sales persons security role have organisation level read access on entitlement so they can view it without any sharing.
Is there any changes done on sales person security role?
