When I enter the account number in the Account Maintenance form and press Enter or Tab Key the cursor does not move to the next field, it remains there. When I select the account number from the Lookup or place the cursor by mouse to the next field it populates the form. In User Preferences Entery Key = Return. What is the problem?

Interesting. Have you tried rebooting the computer? Sounds like a conflict of some sort.
When I change the Enter Key=Tab, the record shows and goes off.
What behavior do you get if you make Entry Key = Tab?
