Generally, Microsoft is not responsible for the partner implementations results. You would need to deal with the partner directly.
However, Microsoft might assist in your inquiry if you would address it, e.g. write an e-mail to itmbssup@microsoft.com and explain your issue - sometimes they can make pressure on a partner. Also, within the same address you can ask for your licenses and access to customer portal with training materials and license - if your current partner had not provided this to you Microsoft might assist. They also can recommend a new partner to you - you can transfer the partner of record for the purchased licenses from this partner to new partner, this also might affect the situation.
