We bought NAV 2017 (actually supplied NAV 2016) from a partner of Microsoft E brains in banglore India and until today the system is not online and we have spend almost 90% of the contract value but until now the software is not installed perfectly and they have not provided us the key for the same and also a complete manual for the product to start the test process of it now they are not replying the mails as well no calls

the local MS headquarter in Mumbai has very bad service and they dont want to support us in any way every time I call them they ask to call our microsoft partner back and the microsoft partner is not responding and dont keep the words after taking 90% of money
They can’t do that, so I suggest to contact your local MS headquarter. To change partner, you can contact a new partner and then they can perform the change partner agreement directly.

This is something which you have to coordinate with your partner only as no one else can help you on this. You can contact Microsoft and then assist you on what they can do best for you but again I am not sure they can help you out on your financial transactions.
Changing partner will be the last approach.
Generally, Microsoft is not responsible for the partner implementations results. You would need to deal with the partner directly.
However, Microsoft might assist in your inquiry if you would address it, e.g. write an e-mail to itmbssup@microsoft.com and explain your issue - sometimes they can make pressure on a partner. Also, within the same address you can ask for your licenses and access to customer portal with training materials and license - if your current partner had not provided this to you Microsoft might assist. They also can recommend a new partner to you - you can transfer the partner of record for the purchased licenses from this partner to new partner, this also might affect the situation.
You have only option call on toll free no. of Microsoft For change partner request. Otherwise you haven't any other option.

as suggested by Stefano, change partner can be the solution, you can call or write to Microsoft for suggestions.
