My situation is: I need to create an sms record without telephone and after an hour to fill the telephone value and send it.
When I create an sms after I save it the sms automatically sent to client, but now when I fill the telephone after an hour (update) noting happens.
How do I resent sms ?

If you want to send SMS after the record creation, change the trigger, instead of Create to Update.
