You can't add filters to a view (as in, you can't put some sort of dropdown on top of the view and use it to filter the view).
You have a few options, though:
- Create different views (one per option) and use different filtering conditions for each of the views. You can't filter a view, but you can chose a view from the drop down
- You can use CRM view filters:

It's for 2011, but it's still the same idea.
Is it possible to put these in Views? I want to filter the views per year.

where do you want to see that dropdown(and what do you want to happen when an option is selected)?
