Cannot change state - Cannot activate rule

Tried to update/create a new rule .. below error keeps appearing

    Were you able to resolve this issue?

    If not, here is how I just fixed mine.

    I just had the exact same error now when moving to UAT. Turns out the error was coming from the owner of the rule. It seems all roles were removed from the owner at some stage and thus not able to run the workflows in the background. I gave the owner the teams role back and it activated with no issue.

    My client is currenlty using CRM 2016 on prem.

    Hi Rushavia

    I do not think its permission issue as the error message in your initial post does not indicate its related to permission.

    Could you check the rule item Action area to make sure there are no errors? Please refer to the link below to see how the same issue was resolved.

    @Dynamivcs365 Rocker.

    I am still having this issue please have a look at the picture i am an admin. Its still giving me the same error, could it may be that there is a conflict on rules thats causing this error?

    A user has any security role can access System. But you need privilege on Workflow entity to do this action.

    I have system access. still gives me the same error ... thats why i dont understand howcome

    What security role you have?

    Error clearly shows that you do not have enough privileges on Workflow entity.

    Try it with System Admin role.
