Have an existing GP 2013 install. How do I tell if this option was selected during the install?

You can also just open GP and look under the left pane menu items. Above the Compan Name and UserID there might be a gear icon there, which would be the PSTL tool.
In the Dynamics.set file, you can look for product # 1838 / Technical Services Tools
Otherwise, you can go into Control Panel > Programs > Programs and Features, right-click on your Microsoft Dynamics GP 2013 install and choose Change. In the options window, select the 'Add/Remove Features' option and verify that 'Professional Services Tools Library' is marked as being installed.
