I just wanted to mention, that Workflow assigns workflows to a user's Windows account, not their GP login.
So, in this example, the approvers could be logged into GP as the 'sa' login and it wouldn't matter if they are not also logged onto the server or workstation, where they're accessing Dynamics GP, as the specific Windows account that the workflow is assigned to.
A good way to verify this is, if the users are not logged on as the specified approver's Windows account, they only have the option to Recall a workflow, but they won't have the options to Approve, Reject or Delegate the workflow, which only the specified approver will be able to do.
The Workflow Manager of the GL Batch Approval workflow type will also have permissions to take action on all submitted GLs and workflows and is the only exception.
