Enable project Budgeting Feature Control Missing from Parameters

Hello,
We're on the latest version of the ProjectOperation app (4.123.0.510) but the option to Enable Project Budgeting Feature as described here Create a project budget from estimates | Microsoft Learn
Is not available:
 
 
Any ideas where i'm going wrong or what i'm missing?
