Licensing CRM with application

I have to use Microsoft Dynamics CRM On-Premises 2015 for a new application, and I'm having doubts about the licensing. I want to create a web application that download data from Dynamics, and then presents this information to users that access this application with some extra features. I’ve been reading the pricing and licensing guide, and I’m not sure if in this scenario I need only 1 CAL, or several CALs for each user of my application? And what would happen if I need to write data to Dynamics from this application? The scenario stays the same, or I’m contemplating a different licensing scenario?

    CAL user is nothing but at a time how many user currently live? Again it is not how many user login, It is how many user can access crm at the same time

    Hi MMCRM,

    According to Microsoft licencing, if you are accessing CRM data from CRM UI or another application, if the person accessing data is an Employee of the organisation, then each user requires a valid CRM licence.  The level of access depends on the licence type.  The cheapest option is Employee Self Service (ESS) licence but comes with very limited access.  If the users are not employees, then you don't need a licence to access data via an external application.

    The licences you require depends on who's accessing the data and which data you are accessing, and which access level (read only, or read write) each user requires.  You will need to do a detailed analysis to figure out the most cost effective option.
