It depends on why you need it. I live in Ottawa, it's 8 AM here when it's 12 PM UTC. In your example, date1 would be 8:00 AM, and date1utc would be 12:00 PM.
Without knowing what those dates are and what you are trying to do.. Can't suggest which one to use.
So which do you suggest I should choose.
Right.. The second one (utc) is GMT+0. The first one seems to be GMT+2
Hi Alex im looking at my data in database and i find my date like
date1='2017-06-22 00: 00 :00 000'
date1utc='2017-06-21 22:00:00 000'

It looks like the second one is a UTC date/time:
www.google.ca/search;oq=London+time&aqs=chrome..69i57j0l5.2712j0j7&sourceid=chrome&ie=UTF-8#q=UTC+time+zone
The first one is, probably, your local date/time.
