Check their user security. Temporarily grant 'Power User' access to one user ID and then log in as them and see if you have access.
Also - are you launching GP on the same machine when you try 'sa' and the other users? If not, verify that VAT Daybooks module is included in the dynamics.set file of the users workstations.
