All types of ole notes are not migrated. Please refer below link for more information.

Not sure what you mean by "migrated from old GP 2013 SP2 to GP2015 R2". The OLE Container note files remain unchanged during the upgrade. If you are referring to migrating to Document Attach, the utility will transfer every attachment into the database table where they are stored. Nothing is done to your attachments.
