Lets suppose there are two fields on case form.
Field 1
Field 2
When user selects both of them, on the selection of Field1 and 2, particular list of Queues should be populated in a drop down.
How to configure this kind of queue drop down.

You would need to write custom javascript to change the look up field.
You could apply a lookup filter based on certain condition using AddCustomFilter.

You could also create a new custom view if you would like using AddCustomView.
