I need to add a new GP user with a very specific role. She will need basic access to the inventory and need to create new inventory item numbers, but she should not be able to change the inventory counts. Is there a built in security role that will work? Or how can I create just this specific access?

If you give the access to inventory window for particular user, then the user will have all writes(Create, Delete & Modify/Change). You can only set security based on window levels not user control level. Better you can give inventory window access to that user by using in Task security window and deny that particular user to change the inventory counts by using VBA.

Yes you can do this by going to Tools-Setup-System-Security Roles and create new role ID and select display as Inventory and select the specific roles you wanted from the list.
